libcpan-checksums-perl software package provides Perl module to write a CHECKSUMS file for a directory as on CPAN, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpan-checksums-perl
libcpan-checksums-perl is installed in your system.
Make ensure the libcpan-checksums-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcpan-checksums-perl *
You will get with libcpan-checksums-perl package name, version, architecture and description in a table
